Demo Sandbox Key

Issue a short-lived sandbox API key for no-key docs dogfood.

The route creates an isolated sandbox tenant/app/key with an app hard cap so metered work is blocked locally before provider spend. The raw key is returned once. Operators can still disable public issuance with LOREOS_DEMO_SANDBOX_ENABLED=false.
