Character Feature Status

What background work is running for this character + whether proactive is on — the read model behind the console’s “Background activity” view. Read-only; app-scoped (404 if the slug is not owned by the caller’s app). For each per-character feature it reports active/paused; proactive reflects the character’s behavioral_thresholds.
