Get workspace cost summary

Workspace-wide cost aggregate across ALL apps in the tenant — the numbers the console Overview shows WITHOUT selecting an app: Σ metered / user-attributed / character-infrastructure cost, active holds, app + managed-user counts, and a per-app rollup. The per-app cost-summary endpoint stays the app-level drill-in.
